Italy authorizes 2.3 GW in September so far, including 110 MW BESS despite local opposition

Italy’s Ministry of Environment and Energy Security (MASE) has published two single authorization decrees for a pair of 55 MW battery energy storage systems (BESS), totaling 110 MW, both located in the municipality of Ittiri in Sardinia.

The authorizations were issued to the London-based fund Bluefield Partners despite pushback via negative opinions from the municipality itself and regional landscape protection offices.

Under decree 264/2026, subsidiary BSD042024 Srl obtained the single authorization to build the plant dubbed “Ittiri A.” Through decree 263/2026, BSD052024 Srl secured the authorization for “Ittiri B.”

The two storage systems are identical, right down to their components. Each project will feature 48 containerized plant units comprising batteries and inverters, each with a capacity of 1,255 kW and four hours of storage duration. The submitted timeline estimates that construction will take approximately 26 months for Ittiri B and 27 months for Ittiri A.

Despite the negative opinions from local and regional offices, the ministry deemed the objections to be overcome.

In Ittiri, the debate surrounding the energy transition—and energy storage systems in particular—remains an ongoing issue. Last July, the regional government denied approval for a 470.4 MW / 1,408 MWh BESS proposed by Thiesi Solar, an Enerside subsidiary. The region deemed the project incompatible with the area’s agricultural vocation and territorial governance model, asking the ministry to declare the application inadmissible.

With these two new authorizations, the total capacity approved by MASE since the beginning of September rises to 2,374 MW. Yesterday, the ministry issued eight AUs for 907.4 MW, on September 11th another six for 753.4 MW, and on September 7th, five more for 603 MW.
