France opens joint flexibility market portal for local grid services

French transmission system operator RTE and distribution system operator Enedis will launch a joint portal in October to procure local flexibility services. Developed with European power exchange Epex Spot, the platform will allow market participants to consult the needs published by both grid operators in one place.

The aim is to mobilize generation, consumption and energy storage assets that can increase or decrease their power output or demand in response to a signal, helping relieve constraints on specific parts of the electricity network.

The services covered by the portal address localized grid needs and complement flexibility resources used to balance electricity supply and demand across the wider power system, RTE and Enedis said.

The two operators also aim to harmonize procurement rules and simplify participation for market players through market rules approved by France’s Energy Regulatory Commission (CRE). Over time, they expect the framework to encourage new local flexibility offerings and free up additional capacity on electricity networks.

For the solar industry, the scheme could involve both generation assets capable of adjusting their output and battery energy storage systems (BESS) able to respond to local grid requirements.

The trial will run for at least two years and begin in several departments in southwestern France. The portal will also provide educational resources to help participants understand the market.

The operators have not yet specified the volumes of flexibility they intend to procure, expected remuneration levels or a detailed purchasing schedule.

The launch follows publication on June 10, 2026, of an implementing decree for Article L. 322-9 of France’s Energy Code. The decree allows distribution system operators to procure flexibility services under rules approved by the regulator. CRE issued its decision on the proposed portal rules on July 22, with implementation beginning on Sept. 1.
